Short answer: Yes, Somaliland proper — including Hargeisa, Berbera, Laas Geel, and Sheikh — is generally safe for international travellers when visiting with a reputable, experienced local operator.
What the Travel Advisories Actually Say
The UK Foreign, Commonwealth & Development Office (FCDO) and the US State Department both issue advisories for “Somalia” that cover the entire region — but both make explicit distinctions for Somaliland. Neither issues a Level 4 “Do Not Travel” advisory specifically for Somaliland proper. The UK FCDO specifically notes that Somaliland has a different security situation from the south.
Why Somaliland is Different from Somalia
Somaliland declared independence from Somalia in 1991 after the collapse of the Somali state and the devastation of the civil war. Since 1991, Somaliland has maintained its own government, military, police force, and democratic elections — completely separate from Mogadishu’s federal government.
